Regulating backcountry off-road vehicle use in Yukon


We continue to work on a regulation to manage potential environmental damage caused by off-road vehicles (ORVs). ORV management in the backcountry remains an important priority.


2015 public consultation

  
Public consultation was carried out for 60 days in 2015. Comments received during this review period are being considered as part of the development of the ORV regulation.
 

  

  


2017 workshop


A 2-day meeting was held with First Nations (Day 1) and stakeholders (Day 2) in Whitehorse, December 5 and December 6. The purpose was to review progress and identify issues and priorities to be considered in developing ORV regulations.

Discussion topics included:

  • Yukon wide regulations;
  • areas closed to ORV use;
  • areas open to ORV use;
  • registration and operator licensing;
  • compliance and enforcement; and,
  • coordinating with other legislation such as the First Nations Final Agreements, Highways Act and the Wildlife Act.

Ongoing work


We continue to meet with stakeholders and groups that have questions on ORV management. We provide updates on the work and outline some of the key elements that may be reflected in a regulation.

Formal consultation and public engagement on ORV regulation is expected to continue in 2018, so stay tuned.


Background on regulation development

  
This regulation is in response to a recommendation from the 2011 Select Committee on the Safe Operation and Use of Off-road Vehicles. The committee outlined the need for regulation and enforcement to protect the environment from ORV damage. 

We have already amended the Territorial Lands (Yukon) Act, introducing 2 main management tools:

  • ORV management areas; and,
  • 90-day protection orders.
