The Yukon government has identified seven key areas of interest to ensure the economic and fiscal potential of oil and gas exploration and development in the Beaufort Sea is realized in a sustainable manner.

1. Governance

  • Implement commitments outlined in the Canada Yukon Onshore Oil & Gas Accord (1993). This Accord committed Canada to interim arrangements for the offshore which include:
    • Consultation on any amendments to federal oil & gas legislation that may regulate the exploration, development or production of oil & gas resources in the offshore;
    • The formation of an interim Joint Federal/Territorial Offshore Committee;
    • Cooperation and consultation on facilitating implementation of the Offshore Accord and coordinating policies affecting matters in the offshore; and
    • Commencement of negotiations for shared offshore administrative and legislative responsibilities and revenue sharing within three years of the transfer date of federal responsibilities to Yukon
  • Active participation by Yukon on all aspects of shared offshore management (e.g. technical, financial, decision making) and on all federal Beaufort Sea initiatives.
  • Collaboration with Canada and GNWT to resolve the outstanding offshore jurisdictional boundary issue between Yukon and NWT.

  • Equitable share of jobs for Yukoners
  • Equitable share of business opportunities for Yukoners


3. Resource Revenues

Equitable share of royalties and revenues with Canada and NWT, as stated in the Canada Yukon Oil & Gas Accord.


4. Financial Considerations

  • Risks commensurate with overall Yukon government responsibilities (no significant or unanticipated incremental costs)
  • Financial assistance for infrastructure and capacity development


5. Infrastructure

  • Develop and upgrade supporting infrastructure (e.g. roads, ports, telecommunications, airports)


6. Capacity Development

  • Advance training and education for Yukoners
  • Capacity development for Yukon businesses


7. Sustainable Development

  • Ensure environmental integrity is not at risk in the Beaufort Sea and along Yukon’s coastline including Herschel Island from offshore development projects.  As well, Yukon’s socio-economic and health services should not be adversely affected by large scale development in the Beaufort Sea.
